Have students set each Part 1 time on a geared mini clock before writing. The half-past hour hand position is the thing paper alone cannot teach.
Mark Part 2 by hand length
Award the point only when the hour hand is clearly shorter. Length confusion, not position, causes most half-hour errors.
Riddle 9 as discussion
The short hand between the 12 and the 1 is the sheet's hardest idea. Talk it through: at 12:30 the hour hand has already left the 12.
